We are delighted to announce that ADS together with the Department for Business and Trade UK Defence and Security Exports will be organising a Defence Trade Mission to Romania hosted in the National Military Circle in Bucharest by the Ministry of National Defence General Directorate for Armaments, as co-organiser of the event.

Market Insight

Romania has steadily increased its defence budget, exceeding the 2% NATO threshold for the eighth consecutive year. In 2024, the defence budget was approximately 8.6 billion EUR or 2.3% of GDP, much higher than in 2023. The budget structure reflects a growing interest in robust investments in military capabilities. Starting from 2023, the Romanian Defence Budget has increased from 2% to 2.5% of GDP (with a commitment to maintain this percentage of GDP for the next decade), with 30%+ of the budget allocated for procurement of modern equipment for the Armed Forces and more than 2% allocated for research, development and innovation. 

Following Russia's invasion of Ukraine in February 2022, Romania subsequently accelerated its procurement initiatives. The budget allocated for defence in 2025 is 8.55 billion EUR, representing 2.24% of GDP, to be increased to 2.5% of GDP with commitment appropriations. Out of this budget, 2.75 billion EUR, representing 32.25%, are allocated for the acquisition of major military equipment. 

The increased spending level offers a clear opportunity for the British Defence industry. Romania is also looking to modernise its own defence industry through international partnerships.

Event Format

We are pleased to also announce that His Majesty’s Ambassador Giles Portman will be hosting an evening Reception on 24 June at his Residence in Bucharest. The following day will consist of a tabletop exhibition for UK companies to showcase their capabilities, alongside a number of presentations from Romanian military.

Besides the British companies taking part in the trade mission, senior Romanian Ministry of National Defence officials, representatives of other relevant Government organisations and local defence industry will be invited to attend.
